Is Poverty Inherited from parents? -The Case of Korea-

Education, health, and inheritance from parents are proven to be some of the major determinants of poverty. This paper revisits the question of whether poverty is transmitted from parents to their children. According to a survey of the lowest income group in Seoul, parents¡¯ income (wealth) is not an important factor in determining the children¡¯s income (wealth): poverty is not found to be inherited between generations. Rather, education and health status are more crucial determinants of the poor¡¯s income in urban Korea, which is not a commonly observed phenomenon in the other countries. Thus, the alleviation of poverty can be accelerated by improving poor people¡¯s health and education. This study suggests that providing the poor with equal educational and social opportunities is more efficient than transferring the income in solving the poverty problem.
